Do Mylar bags have to be used?

Can I just put the rice or flour straight into the food grade bucket?

Storing flour long term will become rancid unless sealed into Mylar bags inside the food grade bucket using oxygen absorbers. Even better is to store wheat and grind it fresh when needed for cooking.

Rice will most likely not go rancid but unless sealed into Mylar bags inside a food grade bucket using oxygen absorbers will shorten its shelf life.
