Because The sugar I buy comes in 3 kg plastic bags, can I store them in these bags in a bucket . Can I store powdered milk and icing sugar the same way?

My suggestion is to empty the plastic bags into a bucket and just put a lid on it. You won't need any oxygen absorbers and there's no need to seal it. If it's humid where you live, desiccant packets will help keep the sugar from clumping. Icing sugar, depending on how much you want to store, can be stored the same way. I usually don't keep a lot of icing sugar so I leave it in the plastic bags. These two types of sugar will store indefinitely this way.

Powdered milk however, needs to be sealed either with a vacuum sealer or in a Mylar bag with oxygen absorbers, then sealed for longer term storage. Powdered milk is not one of those products that stores for 25 years - 1 to 2 years is about the limit if you want to preserve the taste and quality.
